Lucky for you I'm currently working on Version 2 of the cop mod that should (hopefully) solve your problem. I thought this mod needed an update beforehand. It will take a while though due to very little free time.

Beware, New York is still quite unstable under certain conditions (the Heap Overruns are gone, but sometimes it just crashes with a generic "FindHeap failed" error)
