Your XP firewall might also be blocking MM2... Once you've entered the IP address and hit Search, press Alt and Tab on your keyboard at the same time. There might be a window talking about how MM2 is trying to access the internet or something. Just hit unblock if it's there. Then just bring MM2 back...

Welwyn Garden City is another one you should check out. Since authors didn't find out how to add traffic to cities until recently (and by then a good portion of city creators had gone), such cities are a minority.
