FXANBSS, you're doing a big confusion... He's talking about the beta version of MM3 for Xbox, that actually existed and was also owned by Rippance, the MM2C website owner.
MM3 for PC was never announced and probably never started to be developed or even just planned by Microsoft.

Sorry for the long wait, I had to study for several exams, and attending classes at the university also takes a lot of time, anyway I managed to understand how the city colliders work, and now they are loaded ingame, this fixes things such as stairs, I also fixed car steering and suspensions, build 5 is available here (it still requires the Data folder from Build 1) The full changelog is available in the first post and in the 7z archive.

The main benefit is that this runs more or less, while the only Xbox emulator capable of booting MM3 (XQEMU) cannot even go ingame, it only gets to menus. (and very slowly) Also with this you get better graphics than on the Xbox (for example, the facades on the Xbox use the high-detail LOD only on the ground floor, while here I enabled the high-detail LOD on the entire buildings)

Sorry for the late update, in these months I made some progress, even if not much, I uploaded a new build here. (the data folder is included this time)
Here's the changelog:
City objects:
Most of the objects are now loaded, albeit without collision detection, also no special effects, no leaves on trees and bushes, and many objects are not placed correctly yet
HUD:
Implemented HUDMap and speedometer (both KMH and MPH)
Misc:
City rendering is now more efficient (FPS could be lower due to the added objects though)
Startup loading screen added
The last car and camera used now are remembered
Some key bindings can be changed in the file "Input.txt"
Hitting ESC ingame now will load the main menu instead of quitting the game

My game freezes when I want to play (after i select track and car in cruize mode) regardless of the settings. I tried fullscreen 1680x1050 with best textures, aswell as 640x480 windowed with worst textures.
A thing to maybe improve. In manual (haven't tested in automatic), if you're going backwards and move into a positive gear and accelerate, the car won't stop, but instead continue to decelerate at it's usual rate. So if I want to move forwards when going backwards, I have to brake. Maybe you could make it brake?
TL;DR: Normal games brake when you're going backwards and accelerate forwards. Please make it like that?

It's a dream come true ,But down too the point: no traffic? isn't that were the madness come's and one bug (not sure if it's just me.) whatever colour I choose for a modded car it always gives me the default one above all else it's quite fun

One favor. Can you make a patch to slightly stretch the car,hud&mini-map because I used to play on Xbox (with a wider screen obviously) and it just seems unnatural to look at .Here's a comparison
