Editing cars speed
I have MM2UT and it works fine, but I recently downloaded this carpack and I cant edit the tuning

This issue happens with the .ar files created with WinZip instead of the ZIP compression of WinRar or 7Zip, at least from what I've experienced. For some reason, the Maxoff's programs aren't able to read them.
About the case of that car pack, since it's not locked, you can easily open the .ar file with WinRar or 7Zip, and extract and edit the tuning files manually changing the values in the .vehcarsim files by using Notepad. Or, you could extract all the folders in the .ar file and recreate it using the ZIP compression of WinRar or 7Zip.

Is the file extension the .ar one? If it's in .zip, change it by renaming the file. Obviously, it must be in this file format.
However, you said "compressed zipped folder". I don't think the default Windows zipped folders work, you must use or WinRar or 7Zip.

I may sound thick but this is the only thing that coms to mind when you say "renaming the file" is this

Oh, you have the known files extensions hidden, it's better disable that from the Folder options. Being in the game folder, press Alt button and select it from the Tools menu.
