The traffic lights are automatically generated and added in the cities with traffic, so, it's just a case that one of the traffic lights in San Francisco is stuck in a building. Maybe a way to fix that specific one exists, but none has been searched so far.

I know, that's right the traffic light I thought, since it's the only with that issue.

It's normal for the game that's so, let's say that's a glitch of it (one kind of the many it has). It needs to be rotated a bit, but in the game the traffic lights can only have a rotation snapped each 90 degrees, indeed.

These will be fixed in Revisited 6 afaik. There's even traffic lights on the wrong sides of the roads in some cases.

As far as I know, the light model is automatically determined by the number of lanes on the road it belongs to.

Traffic lights can be any angle. They are generated with the same angle as the last road segment. Although it looks like some got rotated in reverse as well.
