I love the headlight beams, would definitely love to see those in mm2.

Very nice, are you also going to convert headlights from MM1, they look awesome!
Yep I can do this with HLIGHT function.
Maybe Carfan meant to get also that conic light beam projection. I never really liked that effect, it's ugly to see.

Very nice. :D There's just one problem, the headlights don't flash, but there are sirens at the front which do, it looks strange. :|

The HEADLIGHT0_H:m & HEADLIGHT1_H:m objects are flashing when you toggle the sirens, but the HLIGHT_L object is an additional headlights, there's no problem here it's normal.

It's great you succeeded into that, now that opens interesting uses of the SIREN objects for extra lights on police cars. :)

Edit: the lights enabling patched EXE has been published in this release.

TBH you definitely should continue working on getting the conic light beam projection headlights in Midtown Madness 2 somehow, even thought they aren't exactly beautiful they have a very unique appearance.
