It's just a default feature of the forum software (some forums I've been to have an "ignore list" feature). Just leave it blank and no one will be blocked/ignored.

The friends and foes thing is connected each other, you should know. It's indeed a default feature of the version now used by the forum. It can certainly be removed, but only entirely.
