In the latest years, have been done lot of improvements to the game engine and against its limitations due to a project called MM2 Hook, which is constantly in developing. Some of them answer some of your questions.

The game engine for the cities about the PSDL doesn't allow that. In theory it's possible, but that would take lot of time and an upheaval of the cities working, giving a bad lag too. I remember that there's a list of some of the things that it does to the game, but it's pretty outdated and so not complete. Anyway, from the included mm2hook.ini file, needed to enable and disable various features, as well as change other settings, you can read and know a lot of the things that it does to the game.
