There isn't a similar mod for MM2, but yes, it can be made. The esiest way is to add the parked cars models that you can find in some maps like Madness City 1.

While i was messing around in YouTube, i discover this. In the beginning of this video we can see parked cars. Perhaps there are some kind of this mods

That mod seems to be the Koreacity mod for MM2; maybe it's the latest one, I've to check that.
