Yes, it's possible. Use for that D3DWindower. I'm nearly always playing in a window to prevent any MM2 freezings, while messing around. Otherwise I would have to restart my whole PC to get back to my desktop.

D3DWindower is a program that teorically allows to play any DirectX application in window when not possible. Unfortunately it's pretty old and not reliable.
After downloaded and extracted the program, run it, click on the plus icon button to add a new program and load the game Midtown2.exe file. After, select it, click on the closed folder icon to show its settings and put the window sizes that you want in the fields Height and Width; to let work the emulation you have to load the file D3dHook.dll placed in the program foder by clicking on the Browse... button in the DLL field. Click Ok to save the settings. Finally click on the play icon button to run the emulation and double click on the Midtown2 item to run the game in window. After closed the game, click on the X icon to stop the emulation.

Yeah, I have noticed that sometimes games run worse when playing in a window--whether the window is a game option or not--then when not. I'm not really sure why that is.

I've noticed that the game runs slow if there are other applications opened, especially when the ZModeler is opened. Probably this is happening more in window mode.
Anyway, can happen that changing the graphic options like the screen resolution and the graphic rendering, the program won't be anymore able to run the game in window mode, and you have redo all the steps to configure it.

The reason why it'll run badly if you're running ZModeler, is because most people have their ZM device set to D3D, which uses DX as well as MM2, which causes conflict between the two applications, thus ultimately slowing MM2 down. It's always a good idea to close ZM before-hand, as well as anything else you may have running redundantly.
