In a PSDL terrain, not object, you can do tunnels for the road parts, and with it you get the echo effect, but all is something hard to do; maybe the echo effect works not only with the road PSDL parts.
You need the PSDL Viewer program, get it here, and the Java 3D support. Extract the file and run it. Open the .psdl file that you want to edit and in the City Blocks window find the parts of the roads where you want the echo effect and check the second checkbox from the right, called Bit 1: Subterrain; use the MM2 City Toolkit to help to find the PSDL part to edit. Save the edits and try them in-game.
All should be done in this way, but I'm not sure if it'll really work.
