traffic light mod

I want to make the green light on the traffic lights stay on a bit longer. At the moment it stays on for about 6 seconds. I want it to stay on for about 15 to make it more realistic. Is it possible to do this???

As far as I remember a such question has been already done here, and seems that's not possible to edit the traffic lights changing sequence time.
Yeah, the green light stays on for a too little time, but all the traffic lights sequence changing in each intersection is pretty fast.
