Are the Forza 3 cars in Riva's list complete?
I saw a large number of cars in the page and was wondering if it was complete because there are a number of cool cars and I am not sure if it is finished.

Riva provides for download all the Forza Motorsport 3 game cars models that people from MM2 community and not only requested him to rip and convert for games. Most of the ones requested by the MM2 community members (there's a list linked in the page, maybe you mean this...) are planned by the respective requesters, so they aren't free to be converted and especially released for MM2 by everyone.
Of course they're not "finished", in the archive that you download there's the essential things needed to make the own conversion: the car 3D model in ZModeler 1 .z3d file format and all its textures. So far, some of those cars models are available for converted MM2, just check this website for them, for example.
Just read everything on the page and try to download one of the files, so you'll realize that nothing is MM2 related, at least meaning as car add-on for the game...
