Yeah and I would think that if it's something such as a Dell, HP, etc, it would automatically shut down if the CPU or GPU get's too hot to prevent the components from being damaged.

Fine? its 145+ in there 5 more degrees and it will go kaboomBasically your brother is wrong, every processor has a different range, and you didn't tell us what you had. It's kinda stupid to go out and buy a new one when yours is perfect. Some run normally at 90C - 95C. 5C is crazy. Your processor is fine, just leave it the way it is.
mah processor is AMD 2000+ 1.7 GHz

Id say check if everything on the inside is clean from dust.
Dust will glog up after a period of time of using a pc and increases tempertures.
If it is clean from dust bunnies, and the problem still exists, i think the termal paste between the processor and heatsink is dryed out.
Buy some new thermal paste, artic silver is a good brand.
Take of the heatsink, clean the surface of both the heatsink and processor.
Put some new termal paste on the processor and place the heatsink on it again.
Most likely that will solve your problem.

Btw, that processor is like 8-9 years old or so.
Dont you think its time to upgrade?

I'm totally agree with Zac.
How did you know that your processor temperature is 145C? Its to hot for processor temperature. Your can boil the water on there.
My laptop (DELL), reached 98C while playing games, and my hand felt so heat. I've the program that can control the fan of the processor. But, its just made only for DELL laptop series. Its can control the fan speed, and off course control the processor temperature. Maybe you can search on Google too which compatible with your processor.
Most of processor running from 40 - 60C while idle. While use to playing games, its can reach 90-100C. But, its also depending with type of the processor itself.
Friend of mine, had AMD too. But, its not so hot as you mentioned about. Its just running 60 - 68C while playing games.
There are a lot of processor type, which had advantages and disadvantages. You can ask Google for it.
