The title says "guess". But after what Diatosta says, I think you're right.

Easy, that's Viper Racing by MGI, I played it pretty much in past.

About that rule of this game... you can obviously do searches that helps you to find the name of the game, otherwise the hints asking for what's used? If you don't know the name of something is impossible guess it without help yourself with hints and searches.
In this case, he reminded of "Emergency Patrol" name, then got the reply that said to be close and that's needed the whole name, and finally searching what he reminded he has easily got the complete name.
