Gran Turismo 2 I guess?
Well, first of all, you need to get a 3D modeler program that can open it's files, don't ask me what program opens, I don't know. Take a look on Google
After that, export the model to z3d. so you can open it on ZModeler, then the thing will be like always: put all the body parts together, put the wheels on the right place, add the shadow and bound objects, etc.

Never happened to me to see a car model ripped from Gran Turismo 2 and then made for another game. There's to see if is possible to get the cars 3D models of this game; if yes, then will be possible to make them also for MM2, following the already existing tutorials, because the steps about how make a player car for MM2 doesn't change, obviously.

That tutorial looks very good; it's by Adamodell, he's also registered here and did something about MM2, too.
Clearly you don't need Re-Volt game, you need only the tools downloadable from the links at the beginning of the tutorial and the GT1 or GT2 game disc or virtual disc image. Once got the 3D model of the car in ZModeler and its textures, it's ready to be prepared and finally exported as MM2 vehicle.
