Is there a way to use two textures for one part of the car? I tried using one as the primary and the other as the reserved map and that didn't work

No, like if you want the body (or any other) object to have two different texture files, they must have two different materials and in Zmodeler it isn't possible to associate two materials to one object.
But you may open both textures in your image editor and increase the width of first texture by the width of second, and copy-paste the other texture image into empty space made in first texture. Now just edit the UV map (by moving it to the right) and its done.
