Wind It Up is now finished!
My crazy ideas amazed it! :D
I blocked lombard streets with 24 buses in a mindblowing form. Added 3 pursuing cops on the building roofs. There are now 27 cops in police units. There is now 1.1% traffic in the race. 1 opponent is added to an appropriate start spot. Default condition is changed to rainy noon. Now there are 5 opponents in the race. 2 Roadsters, 2 Audis and 1 DB7, accelerated a bit.

Well I managed to get that buses falling from heaven by setting their height coordinate much higher. :D
Well if I had parked buses on rooftops, then the block is useless. I put them on the stairs of lombard street because that's the route always taken by player. And more buses, more power and harder to break into it.

But without 3+ cops mod, only 3 buses will be active at a time, is there anything to overcome this?

Yes, I will also say that is there anything to overcome this? I think FXNBSS knows that how to make +3 cops at one time. As his screenshots of pursuit are with more that 3 cops chasing his IRT Panoz GTR-1 NOS (SUPER) at 1 time.....
