I will start with all the PSDL as one object, then I will split it up into smaller objects (GROUND_, ROAD_) with the Detach Tool. Props (such as buildings) will be PH1_, PH1_0, PH1_1, etc.

If you noticed, I love going very fast.
Does the ice need better quality? If so, what needs changed? If not, I'll continue with my city. The road textures came from CGTextures (I love their textures. They have so many good ones, but I wish they would increse the daily download limit for free users to 20 MB).
