I haven't well understood your question. To know how to make a .ar file see this topic. To zip the .ar file use WinZip.

The MM2X chat is a website service, but it isn't much used. You can found it through the home page in the Community menu at the voice MM2X Chat.
Attention, you need the Javascript Runtime Environtment for your browser, available at the Sun website.

The files that you need to use depends on what mod you want to make for SF. The SF and/or London mods can be easy or hard to make.

Mm2x's chat is about like mmarchive's chat, always abandoned.

To make a mod you need some files for what kind of mod you want to make: mod that add new objects in SF, mod that add in-game objects in SF, etc.
Try the SF Map Editor; it allows to create mods that adds new in-game objects to SF, like other famous mods like the Megamod 2. It's quite hard to use, also because it's in German language.

The MM2 City Toolkit can't help in this! Add the subway trains in SF (so, make a mod that add the London subway trains to SF) isn't easy; the last MM2CT example, explains how to add the trains in a new city, and this is possible also to SF, but you have to change many values. On MM2C website there was an experiment to do this.
For "add new in-game objects" I mean to add new objects that already there are in the game cities (for example benches, lampposts, mailboxes, poles etc.); and this will make a new mod.

You can put the subway piece with MM2CT to SF, but it's saving can be difficult. I'm talking about the working train is SF; to have the working train in it (no needs of subway piece) you need to use a new file; look at the last MM2CT tutorial trains and boats.
But if you don't want train on it (just only the subway piece), you can try to save the INST edited with the MM2CT and use it to make a this kind of mod.

PS: try only to make an easy city, and ask help to HummersRock, he knows more about this. Don't try to do hard things like this.
