is there a program that the thrill cam can put still in the game?

I don't have understand your question. If you mean a something that can add or change a camera in the game, this is impossible to do through a program.

The program MM2 Ultimate Tweaker can change some or all the default cameras of a vehicle by presets: there's one for the hood camera, some of wheel cameras and so on.
The problem is that I don't know how's the thrill camera.

Maybe for thrill camera you mean the movable camera; there's a topic here about how to switch that camera mode.
