The only dashboard making tutorial available has been made by VW-Tuner-Oburg and it's available in his website here; it's pretty short and it's in German language, and there's also a quick tutorial about the car tuning.
I plan to make a complete dashboard making tutorial which explains also how to edit the .pkg file of it (the 3D part) to resize the objects.

Franch, you didnt answer his question.
But, I know of an english tutorial.......actually, there are 2.
One is here.
The other one comes with the dashboard placer. It is the easiest I think.

I saw that topic some time ago, but it's an old and more hard procedure. The tutorial of Oburg explains how to make it with the MM2 Dashboard Placer program, and indeed, it's a more easy procedure: with MM2DP you already have the model, just need to change the textures, while the old one tells that you have to model and texture it. Also, in MM2DP you can easily place all the dashboard parts and so see how it looks, and the same will be in-game.

So you meant that you want to put already existing dashboards in the already existing cars that haven't them, it isn't? You had to do a different question. You've asked for tutorials about to make a dashboard for a car for MM2, and it's meant a new dashbaord.
The procedure is a bit different and more easy.
Open a car that has a dashboard and one that hasn't it with WinRar and extract all the folders in a new fodler. Then, just copy the dashboard .pkg file placed in the Geometry folder, the dashboard .asnode file placed in the Tune folder, the dashboard camera file placed in the Tune/Camera folder and all the textures that are used by the dashboard. Then, paste them in the respective folders of the car that hasn't the dashboard and rename the car basename of all the files except the ones of the textures with the car basename of the car where you want to put the dashboard in. Finally, make a .zip file with WinRar of all the car's folders and rename its extension to .ar. Try it in-game.
All these edits are for training and for private use purposes.

Ok, if you mean to make new dashboards there's the tutorial of Oburg, use that, but is hard to make a good looking dashboard if you don't have skills with a photographic program like Photoshop...
The above replies are the correct ones.
