You have to open them with WinRAR, and extract the AR files into the Midtown Madness 2 Directory.

You need to extract the ar file FROM the rar file, by using WinRAR. Just renaming rar to ar wont do.

Yeah, you have really to extract the *.ar file out of the downloaded *.zip or *.rar archive, using WinRAR or any other packer program, like 7Zip.

Off-topic: I had some time ago a really funny problem: I got an *.ar file from somebody, put it in my MM2 directory and wanted to drive it in MM2, but it didn't appear. When I've opened that *.ar file with WinRAR, I noticed, that there's another *.ar file in it. And when I've extracted this one, it worked. So maybe someone renamed the extension from *.rar, to *.ar, hoping, that it'll work.

WinRAR v3.80 - https://www.rarlab.com/rar/wrar380.exe
7Zip 4.65 - https://downloads.sourceforge.net/sevenzip/7z465.exe
Universal Extractor 1.6 - https://www.filehippo.com/download_universal_extractor/

In my opinion 7Zip is the best, but WinRAR excels in creating competent SFX archives.
