To make cars from scratch you need a modeling program like ZModeler, 3D Studio Max or other modeling programs. Then you need to learn how to use them.

where could i donwload the fullversion of a 3d modeler plz tell me cazue i've been trying to find it and i couldn't

There is also GMax, a free version of 3DS, I have never used it but it wust be pretty good, there is Wings3D too. I don't have the links, but you can google them for their sites.

i downloaded Gmax some tima ago... and you can't export the files in .3ds but only in other formats.. and the filters for 3D max don' work on it
