Make new kind of races also for an in-game city isn't something easy, and a minimal knowledge in modding MM2 is required. Checking this tutorial you can have an idea on how make a race. Have also the opponents in circuit races is more harder.
Essentially, make new paths for races is got doing edits to a kind of file with the Windows Notepad changing the X, Y and Z axis values for each checkpoint position. Is possible use this mod editing the new races files in it.

Sorry but i dont understand anything of making tracks and such things. Cant somebody make a 3D SF Race Creator or such things? I mean: you have a 3D view of SF and then you can place checkpoints and rotate them and scale them. Why cant you do that?

Open dear 2 program, extract form mm2core.ar file called city/sf.psdl or london.psdl, then open MM2CT and start adding objects and use their position to do races like in my tut.

A such program as you explain doesn't exist, and nobody will make it... MM2 is an old game, and as such it can be edited only using various programs and doing lot of manual edits, and obviously not everything is possible.
The only way to make new races is explained in those tutorials; follow the tutorial linked in the Sajmon's post, it's made by him and is very good. Using a program called MM2 City Toolkit you can open the SF and London files to view them in 3D and use them to better place the checkpoints as you want, after you need the checkpoints coordinates values to make the race file; at the end isn't something really hard also for a newbie.
The programs DeAR 2 and MM2 City Toolkit can be found in this website, files section.

You must extract whole city folder and geometry to see Props and INST, if wanna have textures open MM2tex.ar, select all and extract ;)
