You don't know how to open *.rar files?

You use the program "WinRAR", used also to open *.zip files.

You open it with WinRAR or 7-Zip...

To open, create and manage .rar archive files you need the WinRar program, available here. Another program that supports this file type is 7-Zip, available here.
For a such simple question you could do a search instead of post, you see how to do it, don't you?
