Making MC2 cities.

Hi! I'm gonna try to make the cities in MC2. How do I open them in MM2 City Toolkit and Zmodeler?

You want convert them to MM2, or make new MC2 cities?

He is going to scratch make the cities in MC2. He needs to know how to extract the textures.

Reading your question looks that you want to know how to make cities for Midnight Club 2 game, something that probably nobody can know here. According to you, what does ZModeler and especially MM2 City Toolkit have to do with this game? ZModeler doesn't support it, and the other program is to make cities only for MM2, obviously.
If you need to know how to extract or open the textures of that game your question has to be different... Sajmon should have the reply for it.

I know how to convert them, but that's too much extracting and converting and they won't work in MM2
