The awards list proposed by Silent1Unknown is perfect, something else can be added. For the voting, the best way is send by PM the voted members for each award to who will make the final results post. Have to be decided starting and ending dates too. At the end, will be made the list of the most voted members for each award, or with the first three per award.

Best MM2 Innovation(some special features included the car, they must be really better than things used in other cars like trailer or 8wheeled vehicle

)

For the car/track author you can also vote for 2 members at one release(if it's made by more than 1 person)
