I guess that the police lights look white because of the software rendering graphic that you're using, use always the hardware rendering for the best game graphic and cars add-ons look. The police car lights uses colored material and white texture, with the software rendering that's not considered as seems, and so this has to happen to the default Ford Mustang Cruiser too.

Do the Mustang Cruiser's have the same look? If so, then Franch is right, you simply cannot use Software Rendering, it's NOT recommended. Ever. That is for old ass computers that most people don't have anymore.

I have old computer,but i will buy new pc
