In a in-game .ar car file, in the AUD folder, there are files named carhigh.22k.wav, caridle.22k.wav, carlow.22k.wav, carmid.22k.wav and whine.22k.wav ('car' is just an example of any vehicle). Now, I played each of them but they sounded almost alike with mild pitch difference. Anyone knows what is 'whine22k.wav'? Also can all of these files mentioned above be same and where does horn sound lies?

Whine is the tire sound. It's the sound you hear when you make a hard brake, etc...
The horn is on AUD/Aud22/horns/
These files are not the same. If you want you can make you own sounds.

Ah. Well in that case, it's probably just another sound from the engine. The sound of the turbo whining most likely.

The whine.22k.wav engine sound file is used in some add-on cars, and it's indeed the one to give a turbo whining effect mostly for the low RPMs; I've used it for some my cars conversions, where can be heard a kind of whistle even accelering a bit.
Initially I thought that's one of the default game files, but isn't so. FYI can be used more engine sounds than the usual 4 ones and with the wanted file names, there aren't limits in this.

Directly in the aud22 folder. Maybe you should look around some more.

Some cars don't have that sound.
But like dummiesboy said, it's in the aud22 dir.
