How can I edit texture files with an extension ".tex"? Is there any editing software for it?

Yes, there is. Use MM2 City Toolkit's file browser (pres F9 to open it) and from there, open a .tex file. You can then convert it to .tga. You can use any program like Photoshop or Paint.NET to edit .tga textures.

The way to edit the TEX format files is convert them in TGA format, do your edits to it and then convert it to TEX format.
The program to use it's not MM2 City Toolkit file browser tool, it hasn't any textures formats converting function, there's only for 3DS to PKG and PKG to ASE files formats converting. The right program is Tex Manager, get it here.
When you do the TEX format converting check which properties has the original .tex file, because the .tga file that you're converting in .tex has to get the same ones. You can check and set them all in Tex Manager program.
