I don't know about this day, it's something nice, though.
Here says that it was "re-created" in India. It's international since 2011.

@Seahawk. Lol, I thought that you perhaps know it because you're an Indian and isn't that celebrated there by binding a friendship wrist belts to our close friends? It's celebrated most in your city.
