It shares same base city as Lost City or first Madness City, looks nothing special but it would be cool to try it

Yes, it uses that PSDL terrain as base, called city.psdl and present in the game files; it has been pretty much used in some of the first add-on tracks made for MM2. It's impossible to download and I haven't never seen it before... Maybe it was never released too, and those screenshots are original of the track author... The same is also for that off-road track at the bottom of the page.
