I've done this top speed with several cars like the IRT Panoz GTR-1. And it seems that 1118 is the maximum. no more than that. can we go faster than that?

Yeah! That's exactly what I experienced after 1118 MPH! You just appear to rush backwards.

It's an optic illusion, pretty much like when you look at a car wheel at high speed, and seems to be going backwards, when it's pretty obvious the car is moving forward.

As the answer to your question, no, it is not possible to go faster than 1118 MPH, as it is hard coded in the game, and trying to remove such limit would envolve having to modify the game executable, which to date, no one as been able to do (for this particular case, as many other modifications have been done to the exe, mainly by Aaro )

Exactly. How fast do you want to go? 2000mph? 3000? 10000? I don't think it would even be anymore fun than 1118.

Alright, this pretty useless thing was already discussed in past, would be time to stop to discuss about it. That's the vehicles speed limit in-game, apparently it's not possible to increase it and, especially, it's not useful do it.
