I have this program but missed this thread. I got it from Lex_Luther several years ago when I asked him what tools he used to create "New York Mod". He made this tool from scratch for adding the roads to New York City. There is also a CPVS editor in it and other tools that I don't know how to use exactly.

I will add it to MMArchive when I find my login info back. Or add it to this site if allowed.
