Question surely already done in past... It's not possible do that, and generally, few driving games allows to do it.
At least, what would be possible to do is implement a trainer to run with the game that with the pressing of a key turns off and on the player vehicle engine sound, but obviously, you can always drive the car, it'll just result silent. It's just to give the idea of having the engine off when you're stopped.
