I think you should move the light balls closer to the headlights, and also, why not, making a night texture for the headlights themselves. I don't know if VC features a generic night version of the cars lights, but if not that's not a hard thing to do either. Otherwise, your mod is coming out great.
About the light balls it's closer to the headlights, but you see them like this because of the camera view. GTA VC uses the headlights and taillights shadow if you remember that, but they aren't looking bright.
I agree, those light textures could be edited. Anyway good work
Maybe I will try to make the headlight texture less bright.

You have to make it more brighter on night and I think the headlights shadow could be moved forward a bit
