Multiple textures per material in a track?

A city block can have many small textures for different buildings, shops, etc.. so should all of them use a different material although properties of the material aren't different?
Because this is what is done in Zmodeler, a new material for each texture. Can a track in MM2 work with more than one textures attached to a material or should I create a new material for each texture?

Do you mean material in Zmodeler or a material like grass, deepwater etc? I still dont really get what you mean

No, suppose for example a building is using two different textures , if it was to be created in zmodeler, I'll copy the default material twice and load first texture in the 'primary texture' slot of first copy of default material and the other texture in the primary texture slot in the second copy of default material.
Two materials are created here, with all other properties like shine, R,B and G values exactly same, just to add another texture to the model.
Can't this second texture be added in the many available texture slots in Blender, without having to create another material for it?

Well, you can't do that because MM2 considers only one texture per material for both PSDL terrain blocks and PKGs, so, it's like in ZModeler. A PSDL terrain block and a PKG object can have more materials applied to them, of course.
