I dragged the mm2 file to the heap patcher but when I use a cop car when I press enter it crashes

Now, what you're saying is another thing. Download and extract this so to have the cop cars sirens to work.

Oh my... Here we go again... Come on dude, it's totally OK not to be familiar with computing stuff, we all have to learn new stuff at some point - but one thing is not to know how to do something, another is not to even try to.

In order to install a mod (.ar file) all you have to do is to open the zipped file it came on (like SuperSecret explained you) and extract it on the folder your game files are on. The process is the same every time you want to install a new mod.

Please, we're always up to help you out, but ensure you actually need help. On most cases, if you carefully read the ReadMe files coming with the mods (we spend time writing them to help people out), or just experimenting around, you can understand by yourself how to do a certain task.
