MM2 Lens Flare

We've all seen the lens flare at 0,0,0. Figured out why that was going on and fixed it.

It's fairly obvious why they disabled it. It's always at the center of the screen. Absolute center. If you have the half-screen map on, it's right above the map.

If there are other cop cars their lens flares will appear in the center of your screen. It looks especially bad if you're in dash cam.

Very good explaining for the almost never showing lens flare effect of MM2.

Actually, in the first times I've got to see it, it was always centered, but it's good to know that's the same also with other cop cars. Too bad to see, indeed.
