I've had some conflicts with other mods installed because this one changes SF with ramps, bridges and new buildings. I suppose I should add "!!" in front or check other mods which might conflict.

However, I think this mod is neither available on MM Archive nor on MM2x. I checked and didn't see it, unless it went by a different name there. I know it's a *very* old mod, file's date is late May 2002, but even though its additions are rather glitchy, it's fun nonetheless.

Citymod? I've never heard of that mod. Someone should upload it to MMArchive.

The mod you're talking about is better known as San Francisco Extension Mod. Besides add some bridges and ramps, it adds various new stuff outside the city area, so extending it. It's already available at MMArchive since many years here.
