Old games which use direct draw doesnt works good on windows 8 and 10. Is it possible to modify the games exe so the game use a newer version of DirectX and direct 3d instead of direct draw so the game works better on windows 8 and 10?

What you ask sounds impossible to be done with any game. At least, must be seen each case for each old game you wish to play on newer systems. The best attempting to do is run them with the help of tools like dgVoodoo.

I have Heard dgvoodoo doesnt work for AMD videocards. Many games doesnt works with nvidia cards either. Does anyone know a program which is better than dgvoodo? The best thing is if I can modify the exe so the game use for example DirectX 8 instead of DirectX 7.

What you say is impossible, why dgVoodoo shouldn't work with AMD graphic cards? Have you checked that? At least, let us know which old games you would play...
A solution is to make a virtual machine with an old OS installed, so to be able to play some old games in it, hopefully.
