(man i ask so many questions, sorry, i do not know much about modding this game)
so i have been wanting to extract and edit the textures of the midtown madness 2 game, is there a program for that?

You need DeAR 2 program in order to be able to extract the default game .ar files, get it here. The cars textures are included in the one called mm2tex.ar, and they're pretty easily recognizable from the file names about car and color names.
