Open the ZIP that you downloaded. In the new window, somewhere, there should be a button that says "Extract." Click on that, and follow the onscreen isntructions. When it asks you where to extract the files, input wherever you installed MM2 (usually C:\Program Files\Microsoft Games\Midtown Madness 2).
