and if any of the big companies (Dice , Black Box etc) would make a driving lesson game or something that requires awesome looks and details , surely they can make it (this goes to carmaniac) ... but since they work for companies that want few new games every year they need to slow down with the details

I think for PC, Codemasters was started it first, the DiRT2. The first racing game I've played, using DirectX 11 for graphics rendering in game.
I think SONY and Turn10 already did. The Gran Turismo 5 and Forza 4 (incoming), was very beautiful about the graphics rendering.
