What exactly do you mean? Do you mean changing the Gold Spawn locations?

If so, then what I do is open MM2CT, import San Francisco (sf.psdl), create a new props list, import the gold bar object (wpobj_gold.pkg), then move it to where you want it to appear in the game. When you get it there, open up the "multicopwaypoints.csv", which is in "Race/SF". Then in MM2CT, look in the lower right corner, and copy the X,Y,Z coordinates into the file you just opened. In both the csv file, and MM2CT, the first set of coordinates is X, the second one is Y, the third is Z, and in the csv file, the forth is unused.
Do this several times until you have all of the spawn locations that you want.

I hadn't a precise idea on how make/edit the gold spawns positions for the CnR gameplays, but it's like I do when I make a race mode. I use MM2CT to import and place the objects, but what I need at the end are the position values to be written in the race .csv file for each checkpoint place. This is possible for any city of course, only few things are different in the steps. Import the track in ZModeler can be done instead of use MM2CT to do the same thing, but it can well take more time.
As far as I know there's a mod that changes the gold spawn positions, can be useful just use and edit it.

I acually made my own mod for CnR, which will require you to do some pretty cool stunts to get on top of buildings. It may be included with MM2 Revisited V4.

I'm not sure of any mods that do that, but there are bound to be some. If I can find my mod, I can send it to you to look at. :)
