A tie between the SF hippie, and the London crash course instructor. The hippy is just flat out funny, with all his "DUUUUDE!!" stuff, and the crash course instructor is such a blatent ass when you fail. As aaro said, "That is what me old dad used to call, bloody miserable."
EDIT: I also laughed at some of the beta announcer's lines. Such as the unused "Congratulations jabroni, ya just unlocked the london cab!"

Haven't a favorite one, but the one which I remember more is the old woman voice that you hear starting a cruise in London with a vehicle that's not one of the default game one, it fits perfectly with London style.

I also find the San Francisco Crash Course Director funny when you fail the exam.
